NOTICE OF COMPETITION FOR THE DESIGN OF A LOGO FOR THE LARNAKA PROVINCIAL ADMINISTRATION
NO. EOAL 1/2024

A. INTRODUCTION

The District Local Government Organization of Larnaka (DLGOL) announces its intention to proceed with the creation of a logo for the Larnaka Local Government Organisation (hereinafter referred to as “DLGOL”) and announces a tender for its design.

Within the framework of the competition, a first prize of €1000,00 (one thousand euros) will be awarded.

B. GENERAL INFORMATION ABOUT THE ORGANIZATION

The Local Governments Organizations Law of 2022 (Law 37(I)/2022) establishes the Local Governments Organizations in each Province of Cyprus, which shall commence operation on July 1st, 2024.

The services/departments that are merged into the Provincial Self-Government Organizations are as follows:

  • Water Services.
  • Sewerage Services (Wastewater & Stormwater).
  • Solid Waste Management & Exploitation Services (Wastewater, Sewerage, Waste Water, Sewerage & Water Treatment).
  • Development Permitting (Planning & Building Permits).

Specifically, the following Agencies/Services/Departments will be merged into the DLGOL:

  1. Larnaka Sewerage Department Board (LSDB)
  2. Larnaka Water Supply Board (LWB)
  3. Larnaka Province Household Waste Disposal or Utilization Board
  4. The competences of the existing licensing authorities (Larnaka Urban Planning and Zoning Department, Larnaka District Administration and Larnaka Municipalities).

C. Eligibility

  1. The competition is open to professional graphic designers, visual artists and marketing service providers.
  1. The competition is not open to employees of DLGOL, members of the DLGOL Council, members of the Jury Committee and persons who are related by blood or marriage up to the 4th degree or other relationship of dependence (permanent professional or financial partnership or association) to members of the Jury Committee. 

D. METHOD OF PARTICIPATION

  1. Proposals will be submitted anonymously in an opaque, fully sealed Envelope containing two sealed, opaque Envelopes A and B with all the requirements listed in paragraphs D3 and D4 below, which will be submitted to the offices of DLGOL located at 12 Adamantiou Korai Street, 6010 Larnaka (formerly Larnaka Water Supply Council).
  1. There will not be any distinguishing symbol on the outer Envelope. Only the words “Tender No. EOAL 1/2024 for Logo Design for the Larnaka District Municipality”.
  1. On the outside of the sealed opaque Envelope A, only the words “Envelope A” should be written. The tenderer’s proposal to be placed in Envelope A should include:
  • Hard copy and electronic version of the proposal (on USB). It is understood that files delivered on USB must be open files. The printed proposal for the logo should be printed on A4 size cardboard (29,7 cm x 21 cm). The proposal should be submitted in both colour and black and white print.
  • An anonymous explanatory memorandum of the submitted proposal of up to 200 words.
  • Precise description of the colours to be proposed in RGB (online) CMYK (four-colour) and PANTONE.
  • Declaration of the name of the font used in the logo. It is understood that the name of the competitor must NOT be included in the information in this paragraph.
  1. The outside of the sealed opaque Envelope B shall be marked “Envelope B” only and shall contain the following:
  • The ‘ENTRY FORM‘, duly completed and signed, as set out in ANNEX 1 to this notice.
    In the case of a group of tenderers, the Form must be signed by all the members of the group and, where the tenderer
    is a legal person, the Form must be signed by a duly authorised person.
  • A hard copy of the submitted logo in A4 size and colour printout for matching and verifying the details of the tenderer
    against the contents of Envelope A.
  • Confirmation by the tenderer that the study submitted is his/her personal or team composition.
  • Confirmation by the applicant that he/she is not related by blood or marriage up to the 4th degree or any other
    dependent relationship (permanent professional or financial partnership or association) to the members of the Jury.
  • If the applicant is a natural person, a copy of his/her identity card must be submitted.
  • If the tenderer is a legal person, proof of the legal person’s incorporation must be provided.
  1. Tenderers will not have their proposals returned to them after the end of the competition.
  1. Competitors are entitled to submit up to three proposals, each in a separate envelope as a separate entry as described in this section.
     

E. GENERAL CHARACTERISTICS OF THE LOGO

The logo should be distinctive of the DLGOL and incorporate or reference the concepts of ‘water’, ‘sanitation’, ‘environment’
and ‘building development’.

The logo should be original and inspiring, as it will be the identity and distinctive feature of the newly established DLGOL.
The logo will be displayed on all DLGOL events, activities and functions, letterheads, stamps, website, brochures, other electronic
or printed media, DLGOL vehicles and wherever else deemed necessary.

F. GENERAL TERMS and CONDITIONS

  1. DLGOL is not obliged to select any of the proposals submitted if none of them is deemed satisfactory for an award.
  1. DLGOL reserves the right to repeat a similar competition in the future or to directly award the logo design to a designer.
  1. By participating/submitting proposals, contestants unconditionally accept each and every one of the terms and conditions of the competition.

Z. SPECIAL TERMS AND CONDITIONS

  1. The logo should be easily combinable with the name of the new organization in Greek and English:
    ”Larnaka District Local Government Organization” or ”DLGOL” / “District Local Government Organization of Larnaka” or “DLGOL”.
  1. The logo should be available in:
    (a) Linear black and white and colour printing (CMYK and PANTONE)
    (b) Monochrome (black on white background) printing
    (c) Applicable on any background.
  1. The font should be simple and plain (can be purchased if necessary).
  1. The logo must:
    a) Have colour harmony in accordance with the role of the organisation, with a maximum of four colours.
    b) Be designed in vector-eps linear format, in a high resolution JPEG, TIFF image (minimum 300 dpi at 210 x 297 mm).
    c) Be available in black and white and in colour in both languages (Greek, English), in digital, vector (photoshop), raster (png) and pdf format.
    d) Be printable in low resolution and available in any dimensions.
    e) Not contain images, photographs, faces, trademarks, logos, etc., for which the contestant does not have a license and cannot grant a license to publish, use or reproduce.
    f) Be in a scalable format so that it can be reconfigured.
    g) May be used on its own, without the name of the organisation.
     

H. EVALUATION CRITERIA

The proposals will be evaluated on the basis of the following criteria:

  1. The logo must be distinctive of DLGOL. It must incorporate or refer to the concepts of ‘water’, ‘sanitation’, ‘environment’
    and ‘building development’. The logo should be original and inspiring, as it will be the identity and distinctive feature of DLGOL.
  1. The logo should refer to a modern, efficient and reliable public organization that will meet the needs and expectations of the local community
    and will promote the improvement of the quality of life, building development and environmental protection in the city and province of Larnaka.
  1. To be contemporary and original as this term is defined in the Intellectual Property Rights Law of 1976 to 2022, i.e. not having been used by anyone
    or for any purpose before, authentic and imaginative.
  1. It must be distinct, simple and easily memorable by the public.
  1. It must be distinguished by its artistic, design and technical excellence.
  1. Lasting in time.
  1. Be capable of being reproduced on any material and medium, including websites, magazines, newspapers, films, television, packaging, stamps, cards,
    letters, envelopes, etc. in 2D and 3D.
  1. It must be recognisable, capable of being reduced and enlarged without losing its communicative power.

I. INTELLECTUAL PROPERTY RIGHTS

  1. The creator of the winning logo waives his/her copyright in its entirety and unconditionally accepts that his/her work will become the property of DLGOL.
    All exclusive and transferable rights to use, publish, advertise, copy, alter, modify and reproduce in all possible ways the selected logo are assigned to DLGOL.
    No other person will have the right to use the selected logo, including the Contestants who created them. It is understood that the Contestants who created the logos
    are entitled to use them in their individual skill portfolios (portfolio).
  1. DLGOL has the right to modify and alter the logo, to conduct professional redesign and to create different versions of the logo in terms of colour, size, form,
    resolution and all other attributes without any restriction.
  1. DLGOL has the right to cancel and/or terminate the use of the logo if it deems it appropriate and/or if it considers that it no longer reflects the mission of DLGOL
    and/or for any other reason.
     

J. DEADLINE, METHOD AND PLACE FOR SUBMITTING PROPOSALS

  1. Proposals will be submitted from 1 July 2024 until 31 July 2024 at 12:00 noon. Proposals are to be delivered to the EOAL’s tender box,
    which is located on the ground floor of its offices at 12 Adamantiou Korai Street, 6010 Larnaka (former Larnaka Water Supply Council).
  1. No entry will be received after the specified date and time.
  1. Proposals may only be submitted by hand, by placing the envelopes in the tender box mentioned above. Proposals sent by parcel delivery services will be accepted,
    provided they are delivered by the specified date and time to the place indicated above.
     

K. PROCEDURE OF APPLICATION AND EVALUATION

  1. The submitted proposals will be evaluated by a five-member Jury, consisting of:
  • Spyros Agathou – Visual Artist, Press Officer of the Municipality of Larnaka
  • Katerina Stavrou – Visual Artist, Secretary of E.KA.TE.
  • Kostas Iakovou – Architect
  • Anna Georgiou – DLGOL Secretary
  • Eleni Zymboulaki – DLGOL Administrative Officer. One of the above, will act as the Chairman of the Jury Committee.
  1. The opening of the proposals will be carried out by the Jury after the deadline for submission of proposals.
  1. The envelopes containing the proposals received will be numbered with a serial number starting from 1. In particular, after each envelope has been opened,
    the sealed envelopes A and B will be given the same number by the Jury.
  1. The Jury will record on a special form the serial numbers assigned to the proposals submitted. The special form and the submitted proposals included in the sealed
    Envelope A will remain with the Jury for evaluation.
  1. The sealed Envelopes B containing the data of the candidates will be initialled by the President and the Members of the Jury and sealed. The envelopes will be kept
    under the responsibility of the President and will be unsealed in the presence of all the members of the Jury after the final decision and the supporting report have been drawn up.
  1. The Jury, after completing its evaluation of the proposals, will prepare an Evaluation Report with its recommendation, which will be forwarded to the DLGOL Council
    for consideration and a decision on the approval or rejection of the proposed logo.
  1. The Jury and the DLGOL Council have the right to invite consultant experts to seek their views on specific issues related to the competition’s requirements.
    Their opinions are advisory and are not binding on the Jury or the DLGOL Council.
  1. The Jury’s recommendation on all matters relating to the selection process and the award of the prize will be subject to the final approval of the DLGOL Council.
  1. Once the final decision has been taken by the DLGOL Council, the Jury will unseal the B envelopes. The serial number of each B envelope and the details of the submitted
    proposals/contestants will be recorded on a special form and, together with the contents of the B envelopes, will be given to the DLGOL Council.
  1. The DLGOL Council will draw up a list in which the participants will be associated with their projects.
  1. The notification of the decision will be published on the DLGOL website and participants will be informed by e-mail.
  1. The DLGOL Council is not obliged to accept or approve any proposal if it considers that none of the proposals submitted is suitable.
     

L. INVALID ENTRY – REASONS FOR NOT AWARDING

  1. An entry is considered invalid if:
  • it is submitted out of time,
  • the contestant reveals his/her identity in any way,
  • the contestant tries to influence in any way a member of the Jury and/or the Council of DLGOL, or
  • if the contestant is not eligible to participate.
  • No award will be made if the proposal is not to the satisfaction of the Jury and/or the DLGOL Council or if the proposal is designed and submitted in a way that is contrary
    to the terms of this call.
