Under the provisions of the District Local Government Organizations Law of 2022 (37(I)/2022), it is the duty of every District Local Government Organization, for the whole area under its jurisdiction, to:
(a) provide for the construction, acquisition, procurement, maintenance, improvement, extension, modification and operation of—
(i) suitable and adequate sewerage systems for the collection, conveyance, treatment and disposal of sewage,
(ii) stormwater drainage systems for the collection, conveyance, treatment and disposal of stormwater, and/or
(iii) any combination of such systems;
(b) proceed with the purchase or construction of the necessary works, and acquire the required equipment, apparatus, works and rights of way;
(c) ensure that every building within its area has available means and facilities for the conveyance and discharge of sewage and stormwater into the respective systems;
(d) install, construct, repair and improve public sewers, stormwater drains, building sewer connections, wastewater treatment installations and any other sewerage and stormwater systems required for these purposes;
(e) ensure the uninterrupted operation of sewerage systems and take immediate necessary action in the event of any interruption, breakdown or other issue affecting them;
(f) issue permits and, subject to the provisions of this Law, impose specific conditions and, in case of breach of such conditions, suspend or revoke such permits;
(g) maintain at its offices a map showing all existing public sewers or those under construction within its area, which shall be available for inspection free of charge by any interested person.
The District Local Government Organization may:
(a) carry out a review of existing sewerage and stormwater systems and the relevant needs of its area;
(b) take all necessary measures for the effective exercise of its responsibilities;
(c) impose fees and charges in accordance with the provisions of this Law;
(d) construct, repair or improve, acquire, lease or, with the approval of the Minister, purchase any immovable property or sewerage and stormwater systems.
Additionally,
(a) provide for the construction, acquisition, supply, maintenance, improvement, extension, modification and operation of suitable waterworks and, for these purposes, purchase or construct the necessary works as well as any equipment and related apparatus;
(b) store, convey, distribute, dispose of, sell or otherwise use or control water treated at wastewater treatment facilities.
