The District Local Government Organization of Larnaka (EOAL) participates as a project partner in an initiative aimed at promoting the sustainable management of water and energy resources through the deployment of innovative technologies and tools. The project, entitled “FRESHNESS – Promoting Energy Efficiency and Conservative Water Use towards a Low Carbon Urban Freshwater Supply”, is implemented under the Interreg VI-A Greece–Cyprus 2021–2027 Programme, with a total implementation duration of 24 months, from April 2025 to March 2027. The total project budget amounts to €1,125,000, of which €900,000 is co-financed by the European Union. From this amount, EOA Larnaka will receive funding of €250,000 for the implementation of its project activities.

The project aims to improve water and energy use efficiency, with a particular focus on reducing water losses and non-revenue water, through the application of innovative technologies and tools.
The project contributes to:
- The reduction of the carbon and water footprint associated with potable water supply
- The upgrading of provided services and the improvement of citizens’ quality of life
- The enhancement of the resilience of water supply systems in the context of climate change.
As a project partner, EOA Larnaka is responsible for implementing a pilot action aimed at reducing water losses and, in particular, non-revenue water in the areas of Vavla, Lageia, Skarinou, and Kato Lefkara in the Larnaka District. These areas serve approximately 750 consumers, who currently use outdated and problematic water meters, while frequent leakages and failures are observed in the water supply network. Within the framework of this action, remote monitoring and control systems (telemetry) will be installed in the water supply network, along with smart water meters for consumers in the aforementioned areas, as well as chlorine and pressure sensors, enabling optimal monitoring, management, and control of water distribution and ensuring water quality. The implementation of these interventions is expected to significantly contribute to the sustainable management of water resources, improve network efficiency, and enhance the quality of life of local residents.
For this purpose, the following tenders have been noticed:
- ΕΟΑΛ 3/2026: Supply, Installation, Operation and Maintenance of a complete Smart Water Metering System
- ΕΟΑΛ 14/2026: Supply and Installation of a Flow and Quality Control and Monitoring System for the Water Supply Infrastructure of EOAL
